8:30 – 10:10 a.m. — Industry Discussion — Part 1

2 credits: Accounting (Governmental)

During this session, participants will be briefed on new accounting standards affecting state and local governments. We’ll help you determine dates of implementation and outline some of the challenges related to implementation.

At the end of the session, you will be able to:

  • Explain some of the challenges relating to implementation for GASB 87 and GASB 96
  • Identify upcoming GASB pronouncements and their potential impact on state and local government financial statements

During this session, participants will be briefed on the Tax Credit – Inflation Act and how it could benefit their organization. Participants will also identify changes to the compliance supplement for FY2023.

This session discusses grant management in the context of standardization and control using digital solutions.

At the end of the session, you will be able to:

  • Identify ways to evaluate your organization’s need to improve the grant management business process
  • Recognize key considerations used to determine what digital solutions would work for key business processes
  • Identify next steps to start simplifying grant management and enabling higher compliance with laws and regulations

This session examines current IT risks and concerns and how you as a finance officer can help protect your environment.

At the end of the session, you will be able to:

  • Identify cost-effective and non-technical methods to reduce cybersecurity risk and exposure
  • Review cost-saving measures and cost-containment methods for monitoring IT-related budgets/costs
  • Identify elements and components of Subscription-Based IT standard (GASB 96)
  • Recognize key elements of project management related to IT initiatives
  • Review data analytics practices and processes being used by peers
  • Determine ways to better integrate and coordinate with IT and related services

2:35 – 4:15 p.m. — Virginia Ethics Course – Ethics in State and Local Government: A Deep Dive into Unconscious Bias, Moral Equilibrium and Subordinating Judgment

2 credits: Behavioral Ethics

Unethical behavior can ruin professional careers, and could result in fines, penalties, or even a loss of licensure. This course focuses on the risks faced by those that work in either public accounting or industry.

At the end of the session, you will be able to:

  • Identify the different types of bias that affect our decision making and learn ways to overcome them
  • Recognize your own moral equilibrium and be cognizant of your potential for moral licensing
  • Describe ethics decision making tools to be better prepared to face circumstances of subordinating judgment
